On 20 November 1959 the UN General Assembly adopted the Declaration of the Rights of the Child and the day marks Universal Children's Day ever since. The Declaration was made to provide the welfare of the children and included such as the right to bear a name, the right to citizenship and education. The Declaration was not legally binding so 30 years later on the same day in 1989 the Assembly adopted the Convention on the Rights of the Child.
Hungary ratified the Convention in 1991 which then became legally binding. The Fundamental Law of Hungary provides special protection for children. It declares that all children have the right to protection of their physical, mental and moral development and care. It also declares that parents are liable to take care of their underage children. In order to secure the rights of children more extensively, many laws have been amended in the past few years as well as campaigns have been launched to raise awareness of the issue.
In the framework of the Human Rights Working Group, the Working Group for the Rights of Children is operating to discuss the topical questions and policy proposals regarding children.
